Civil Defense Institution Team (PISPA)

The establishment of Pispa as a foundation for the department to produce leading, qualified and professional members in the Malaysian Civil Defense Force (APM).

Objective

  • Disseminate and educate students on personal and public safety measures and shape their personality to become a knowledgeable individual in Civil Defense science.
  • Become a catalyst for public safety awareness through Civil Defense knowledge that is applied and applied at the level of Educational Institutions.
  • Produce students who are able to serve with APM as Team Officers who are led, responsible, and qualified in carrying out their duties.
  • Cultivate the spirit of cooperation, responsibility, humanity, loyalty and love of the country as well as the spirit of patriotism.

Membership

The conditions to be a Pispa

Registration to participate in Pispa is subject to the following conditions:

  • Malaysian citizens aged 18 years and above;
  • Students who are registered full-time at the Educational Institution
  • Healthy body and no physical disability (verification by a medical officer if required);
  • Academic approval of at least SPM and equivalent;
  • Not joining any other uniformed body;
  • Register as a volunteer member of the Civil Defense; and
  • Interested in volunteering.

Allowance Payment

Pispa members who have valid membership are eligible to receive an allowance if they participate in training and activities organized by APM. This does not include training and activities in the relevant Educational Institution’s Pispa curriculum.

Officers and team coaches are eligible to receive allowances according to their rank as per the rates set and adopted by the APM except for Associate Officers.

The services of APM trainers and assistant trainers who teach Pispa activities can be paid by the relevant Educational Institution according to the current treasury circular rates.

Exercise Measurements

The Management of Educational Institutions is encouraged to hold Pispa co-curriculum courses for 5 semesters. In order to meet the requirements of the syllabus as well as equip them in terms of skills, outdoor/field training will be held every semester.

Pispa members will follow the Civil Defense co-curriculum for 5 semesters.

A basic certificate will be awarded by APM to students who successfully complete semester 1.

Pispa members are exposed to Civil Defense lessons that include all the Civil Defense syllabus and will get Skill Training Certificates, Evacuation Center Management, Medical and Fire Fighting.

In the fifth semester, which is the last semester, they will get a Pispa Completion Certificate and can continue to become APM members by reporting to the designated Civil Defense District Office.

Pispa members will be commissioned with Grade 13 Volunteer Officers.
