DEFINITION OF CIVIL DEFENSE
The meaning according to the Civil Defense Act 1951 (Act 221) is divided into two situations namely:
DURING THE WAR
Means any measure that does not involve the use of weapons to face a hostile attack whether the measure is taken before, during or after the time of the enemy’s attack.
NORMAL TIME
It means any measure taken to protect life and property whether the measure is taken before, during or after a disaster.
Based on Act 221, it can be understood that the Civil Defense functions in times of peace, times of war and victims of disasters by taking any measures to save, protect and reduce the loss of life and damage to the property of civilians.
Objective
Reduce the risk of disasters by:
- Provide rescue training to the public.
- Create and operate a disaster warning system.
- Provide shelter centers during disasters.
Respond to disasters by:
- Establish a team (First Responder).
- Provide emergency services.
Provide rehabilitation services by:
- Assist in cleaning activities in disaster-stricken areas.
- Assisting in the reconstruction activities of areas affected by disasters.
- Provide counseling services to disaster victims.
