Mission
Improve the effectiveness of the organization for excellence in the delivery of Civil Defense services.
Vision
To be the main reference center in the research, planning and strategic development of the Malaysian Civil Defense Force.
Objective
- Ensuring that the Malaysian Civil Defense Force remains relevant, superior and important in maintaining public safety and their property.
- Improve the quality of human capital and strategic development of the organization through effective research and planning efforts.
- Ensure Civil Defense policies meet the standards and goals of the Force.
Function
- Reviewing, planning, drafting, drafting and coordinating proposed amendments and improvements to core aspects of legislation and operational services used by the Force.
- Drafting, managing and coordinating, reviewing special approval papers/Force policy approvals such as the Yang di-Pertuan Agong’s Memorandum, Cabinet Papers, Divorce Minutes, Gazettes and Declarations, Ministry Memorandums, Force Memoranda as well as any proposed cooperation understandings and agreements (MoU, NOU, contract etc) regarding the implementation of Warn Defense activities.
- Planning, reviewing, coordinating, evaluating, monitoring and managing the implementation of aspects of the development of direction and strategic planning of Civil Defense as well as the transformation of the Forces through Key Performance Indicators (KPI), Activity Performance Management Framework (APMF) and Outcome Based Budgeting (OBB).
- Research, analyze, and plan local disaster management policies and policies and mediate the action plan of the Force’s operational team for disaster relief tasks and services at the international level.
- Reviewing and analyzing activities to increase resilience and community preparedness against disasters in order to be consistent with national and international concepts.
- Coordinating and implementing internal audit and supervision tasks in monitoring compliance with the following matters:
- Act 221
- Civil Defense Regulations
- Policy/ Circular/Guideline
