Functions And Roles
Civil Defense Function
The following are the defense functions in the Malaysian Civil Defense Force:
- Train and equip the people with civil defense knowledge towards preparedness to face enemy threats, emergencies and disasters.
- Perform rescue, protection and humanitarian services from any enemy threat, disaster and emergency.
- Drafting and compiling the latest and comprehensive training modules for the Civil Defense Force.
- Establish and administer the Civil Defense Force through relevant and up-to-date services and logistics.
- Identify and study threats and control risks that can impact the security of the people and the country.
- Provide emergency services and humanitarian aid services throughout the country.
- Evaluate and disseminate information, advisory services and warnings to the public related to any enemy threats, emergencies and disasters.
- Implement and improve public defense policies based on established sources of authority.
- Assets requisition and facilities for civil defense purposes.
Role of Civil Defense
- Train as many people as possible who have knowledge in aspects of security and Civil Defense – Section 3(2)c of the Civil Defense Act 1951 (Act 221).
- Managing, establishing, maintaining, equipping, training and disciplining the Civil Defense Force and Service – Section 3(2)a of Act 221.
- Carrying out disaster relief work or providing protection to ensure the safety of lives, persons or property of the public in the event of a disaster or imminent disaster as well as facilitating the recovery of victims after the disaster – Section 8(1) of Act 221.
