Operational Disaster Management Division

The Division of Operational Disaster Management has been established, aiming to further facilitate the management of rescue operations when a disaster occurs, whether a small or large disaster. This division is also responsible for managing the “Rescue 999” service throughout Malaysia.

Mission

Making the Operational Disaster Division the main division that leads disaster management and operations and plays an important role in implementing the “core business” of the Malaysian Civil Defense Department.

Vision

Create a more efficient management system in dealing with Disaster Management Affairs and Operations including the PASPA Team, MERS 999, Operations Management, Disaster Management, Paramedic Management, Beach Rescue (Baywatch), Humanitarian Services, Disaster Warning System and 999 Rapid Action Team to make ensure the safety of the public and property is maintained before, during and after a disaster.

Objective

  • Take proactive measures and implement MERS 999 services efficiently, systematically and effectively.
  • Managing a trained, efficient and disciplined Civil Defense Special Force (PASPA).
  • Plan, implement and coordinate humanitarian service activities to strengthen the organization’s services.
  • Coordinate disaster and emergency relief services.
  • Cooperate in all parties in carrying out Civil Defense duties.

Function

  • Implement and coordinate Civil Defense Policy in line with current requirements.
  • Manage, equip and train the Civil Defense Special Forces (PASPA).
  • Implement an efficient, effective and people-friendly MERS 999 Emergency Service through the 999 line nationwide.
  • Educate and train the public with Civil Defense knowledge.
  • Rescue victims and property before, during and after a disaster.
  • Coordinate exercises and training with external agencies.

Client Charter

  • We are always committed to implementing and planning the latest syllabus in Disaster Management and Operations based on the development of modern technology to strengthen the organizational management, training, and skills of all members of the Civil Defense Force.
  • The operation and management of an efficient and determined MERS 999 call center to ensure that the Civil Defense Team arrives to provide services at the scene of a disaster or accident immediately from 10 to 15 minutes within 10 km of the JPAM office.
  • Provide, manage and maintain Evacuation Centers and Disaster Warning and Security Systems.
  • Exercises and training with other rescue agencies will be managed and coordinated effectively so that the combined skills can be implemented together.
  • The management of members that will be supervised and updated so that the force can be mobilized in any situation when needed.
